OROC Minutes Giovannis Restaurant 5-July- 2018 -Meeting opened 7:34 by President Gary Goncher -Call for new members brought forwards Jack Caynon, who was a member before moving away from the State for a while. It was noted that he likes to fly big rockets, and that he is one of the NAR L3CC members for Oregon. -Rob Appleton read minutes from last meeting -Gary Goncher lead the summary of the recent NXRS launch at Brothers Thanks were extended to various people, Rob Appleton for organizing the competitions, Frank Burke for organizing a lunch on Saturday, and David Birch for his tireless work in setup, teardown, and managing to fit all our equipment in the trailer. From various 'head count' reports, attendance was in the region of 270 people, with visitors from Idaho, Washington and California, as well as Nevada and beyond. The flight line was full both sides of the road. There were only a few launches that caused any fire concern, the main being a large N from the hill site that had a nozzle failure shortly into boost. The fire truck was on the scene very quickly and the fire was contained and extinguished. The only other of note was a PSII rocket that had a motor failure at the HPR cell. This too was extinguished quickly with the supplies on hand. Flight stats ; LPR 29%, MPR 27%, HPR 44% Friday -- 70 Saturday -- 183 Sunday -- 109 Monday -- 79 15 M+ flights with three L3 certifications, including Alex and Neil. Gary mentioned that Tim Doll had some very noteworthy flights over the weekend, including Little Joe, Saturn V, and a 3X upscale Mars Lander. -NXRS Competition Summary (Rob Appleton) By far the most entered category was the Estes PSII altitude competition. It was noted that due to the nature of the competition, and the fact that rocketeers were trying to push their own limits, quite a few rockets lost their fins on boost. While there were a few rockets that came apart, and one that caught fire due to motor failure, nearly all the debris was contained to the HPR cell and none of the flights showed any danger to the participants. It was noted that some of the entries should not have passes RSO check with the motor class that they contained, being overpowered. If this event is to continue next year, it was discussed that we would need to change the rules and provide certain RSO's, or checklists for these rockets, so that we knew that the person RSO'ing the rocket knew that there were other concerns to look for. Lowest on M Impulse - Erik McKee, 6,710ft on a CTi M1101 WaiverBait - 1st place, Jim Wilkerson, 19,800ft, 2nd place Stan Speegle, 17,486ft Highest Staged/Clustered Flight - Thomas Hatley, 4,793ft Tinder T4 Challenge - 54mm altitude, Kelly Bruland, 21,400ft on L1000; 75mm altitude, Kelsey Black, 31,788ft on an M840 Estes Altitude - Open Category, Tim Doll, 4,355ft on I-220; Stock Category, Tim Doll, 5,421ft on an I-220 Rob Appleton will contact winners and organize getting the prizes to them. -NXRS - "things that didn't work so well" Sound system needs to be fixed We need a generator policy, some people were running generators at late hours One of the aluminium pads at the away cell did not have a blast deflector We needed more porta-potties -Dave Armstrong - Rangeland Fire Safety Training Including the class that was attended by 10 people immediately before NXRS, we now have 16 people who have attended the fire training course. After the class, Dave walked the site with the trainer, Marvin Vetter, to see if there were any other areas that we should look at. Marvin noted that we are doing good, but need to improve the camping area, removing sage and grass from a greater area around camping sites. It was also noted that we have obtained permission to clear/cut some of the grass on the hilltop site, which will reduce risk of fire, and subsequent spread to the surrounding sage. It was discussed that we are in need of a fire safety plan, and that we should think of improving another entrance/exit road in case of emergencies. It as also noted that we should also look at creating a plan in case of serious injury out in the desert. -Summer Skies The forecast currently looks good through the end of the month with currently a low fire risk. The BoD will keep an eye of the weather and forecast for the Brothers site and keep people informed through the mailing list. -Garden Home Launch is go for July (7/7) -Other Business Steve Kendall brought up the idea that we should look into forming a 'common failure mode' review of our launches. See what has been happening, and try to find ways of mitigating problems in the future. The idea was well received and the BoD stated that they would start discussions on the subject.
